There may be a number of reasons why your optimized route was unable to include all your stops or even be created at all. Circuit will notify you of why via a small error message that will pop up on your screen.

Different error meanings
In some instances, Circuit will be unable to create an optimized route because of your driver's start/end location.
You will need to double-check that the start and end location of your driver are correct and then try to create your route again.
(Circuit will display to you which driver has an invalid start/end location):
If Circuit is unable to create an optimized route and shows you the message below, this is because the start location of the driver is invalid. Circuit is unable to make a route connection between the start location selected and the first stop.
You will need to double-check the start location of the driver:
Circuit will be unable to create routes for your drivers if the start and end times do not work.
For example:
The time window that has been set for the driver to work is too small.
This means the driver was unable to reach any stops in the timeframe set. Try expanding the timeframe or completely removing the end time. This will resolve the error.
When creating an optimized route, sometimes Circuit will be unable to add all the stops, this could be due to a number of reasons.
Driver is unable to access the stop between their start/finish time
A driver is unable to reach the stop for the time window/constraint set.
A driver is unable to reach the stop based on their start/end location
Circuit will display to you the reason why the stop was not added to the route and highlight the said stop. You will need to make the suggested change to include the stop in the route otherwise it will not be added.
